The following are the most common types of permits used on the campus of the University of Georgia. All are required by State Law and should be issued before the planned activities take place.
1. Blasting Permits – You must be licensed by the State of Georgia to obtain a blasting permit and conduct any type of blasting. Blasting permits are issued by the Hazardous Material Division of the State Fire Marshal’s Office. They can be reached at (404) 656-9798 or by visiting the Commissioner of Insurance’s webpage at https://oci.georgia.gov/.
2. Building Permits - There are two types of Building Permits:
A.) New Construction – Any new construction requires the review of building blueprints and the issuance of a Building Permit by the State Fire Marshal’s Office. Two sets of blueprints and a State of Georgia 354 Transmittal Form must be submitted to:

When the building blueprints have been approved, a Building Permit will be issued.

B.) Renovation Construction – Any building renovation that involves Life Safety Code features will require a review of plans and the issuance of a building permit by the UGA Office of Fire and Life Safety. Life Safety Code features include (but are not limited to) Change of Occupancy Classifications, Fire Alarm Systems, Sprinkler Systems, Occupancy Loads, Means of Egress and Exiting, Emergency Lighting, Construction Types, Interior Finishes, Common Path of Travel, Travel Distances to Exits, Dead End Corridors, Use and Storage of Flammable Liquids and Emergency Vehicle Access.
Please submit two sets of complete plans for review to the UGA Office of Fire and Life Safety for review. When the plans have been reviewed and approved, a Building Permit will be issued. Please see our section regarding “Construction Projects” on this webpage for additional information on building project requirements.
Note: If the cost of the renovation project for a building is 50% or more of the D.O.A.S. insured value of the building, the plans must be sent to the State Fire Marshal’s Office for review.
3. Fireworks/Pyrotechnics Permit – To display fireworks/pyrotechnics in the State of Georgia, you must be licensed by the Hazardous Materials Division of the State Fire Marshal’s Office. They can be reached at (404) 656-9798 or by visiting the Commissioner of Insurance’s webpage at https://oci.georgia.gov/.
To display fireworks/pyrotechnics on any University of Georgia property, the following items must be addressed:
A.) Obtain a permit to display fireworks/pyrotechnics from the State Fire Marshal’s Office;
B.) At least two weeks prior to the event. Fill out a University of Georgia Fireworks/Pyrotechnics Display Permit and submit it to the UGA Office of Fire and Life Safety. You can download a copy of this permit from the “Forms” section of this webpage. You must also submit a diagram of the planned fireworks display, a list of all devices to be used in the show and material safety data sheets for those devices. If you are displaying in Athens-Clarke County you will also need to fill out a Probate Court fireworks permit request.
C.) You may be required to provide a demonstration of the devices to be used in the show.
D.) After all of the previsions listed above have been met, you will need to submit the request for a permit to the Probate Court that has jurisdiction over the area where you will be displaying the fireworks. For fireworks displays on the main campus, this will be the Athens-Clarke County Probate Court. All necessary paperwork must be submitted to the Probate Court at least ten (10) days prior to the fireworks display.
4. Hot Work Permits – Any “Hot Work” conducted in or on a University owned and/or occupied building or property will require an inspection and issuance of a Hot Work Permit by the UGA Office of Fire and Life Safety. Hot Work consists of welding, cutting of metals, brazing and grinding, use of tar kettles and/or use of any open flame or heat generating tools.
